The main orange roughy fisheries have been treated separately for assessment and management purposes, and individual reports produced for each of five different areas consisting of one or more stocks as follows:

From 1 October 2001, the TACC for ORH 1 was increased to 1400 t within the AMP, with sub-area and feature limits. From 1 October 2007 the stock is no longer part of the Adaptive Management Programme but stakeholders have agreed to continue with the sub-area and feature limits within theoverall ORH1 TACC.

In most years the total catch has been less than the TACC. However, it is not known if recent catch levels or current TACCs are sustainable in the long term. Except for the small area of the Mercury- Colville box no assessment of stock status is currently available.

An assessment of the Mercury-Colville box in 2001 indicated that biomass had been reduced to 10- 15% B0 (compared to an assumed BMSY of 30% B0). As the stock was considered to be well below BMSY, a catch limit of 30 t was set for the box. The assessment indicated that a catch level of about 100 t would probably maintain the stock at the 2000 stock size (assuming deterministic recruitment) and catch levels from 16 to 35 t (consistent with CAY or MCY strategies) might allow the stock to rebuild slowly.

In other areas of ORH 1 the status of the constituent stocks is unknown. The amount of fishing in some areas appears to be low, but without any indication of current abundance, there is no way to determine if this level of fishing is in fact sustainable or if current feature limits will avoid overexploitation of localised areas.>>>>

For these stocks, BMSY is assumed to be equal to 30% B0, which, in previous assessments has been estimated to be the average biomass under a CAY management policy.

EC stock (2A North)
The stock assessment for the East Cape was last updated in 2003. That assessment indicated that the stock was then about 24% of B0 (range: 20–32% B0). The current surplus production (CSP) in the year 2003 (550 t) was greater than both the current catch limit of 200 t and the catches in the two most recent years included in the assessment (2000–01: 302 t and 2001–02: 186 t). The best estimates of CAY and MAY (370 and 410 t) were also greater than both the catch limit and catches for the two most recent years in the assessment. This suggests that the current catch limit should allow the stock to rebuild.

MEC stock (2A South, Wairarapa 2B, and Kaikoura 3A)
No estimates of current biomass are available. Based on the 2004 and 2005 assessments, biomass was estimated to have reached a minimum in the mid 1990s and to have been slowly increasing since. The late CPUE series (Table 8) support the likelihood of an increase in stock size with catch rates increasing since 1999. The WG considered that the stock was likely to be increasing under recent catch levels but was unable to determine whether the current TACC (1500 t) would result in a continued rebuild of the stock.

For orange roughy stocks, the management target is 30% B0. 

Chatham Rise orange roughy are believed to comprise two biological stocks; these are assessed and managed separately: one in the Northwest of the Rise and the other ranging throughout the East and South Rise, based on the presence of two main areas where spawning takes place simultaneously, and observed and inferred migration patterns of adults and juveniles. These two biological stocks form the bulk of the ORH 3B Fishstock. They are geographically separated from all other ORH 3B biological stocks.

For this stock, BMSY is interpreted as the mean biomass under a CAY policy (BMAY), which is estimated to be 30% B0.

In terms of stock status and yields, the 2000 assessment was much more pessimistic than the 1998 assessment. This is because the stochastic model used in 2000 fitted the CPUE data reasonably well, whereas the previously used deterministic model did not (Figure 1).

The 2000 assessment of this stock indicated that it was about one tenth of BMSY (range: 7% to 14% of BMSY) in the year 2000. The TACC was reduced to 1 t (effectively closing the fishery) in 2000–01 to promote the rebuilding of the stock towards BMSY. The extent to which the stock has rebuilt since the closure of the fishery cannot be determined without the collection of additional data.

Two combined trawl and acoustic surveys were completed using industry vessels in 2005 and 2006 but these were not able to determine the current biomass of orange roughy in this stock.

No estimates of current biomass are available. The current stock size is most likely below BMSY as catch rates have not increased over the last 5 years despite a large reduction in annual removals from the stock. The assessment model projected a rebuild since 2000, which was not supported by the data from the fishery. The Working Group rejected the assessment results because of the poor fit to recent CPUE data. The TACC was reduced to 1 t (effectively closing the fishery) from 1 October 2007 to promote the rebuilding of the stock towards BMSY.

The status of the stocks is unknown. Catch and effort levels have decreased substantially in some of the grounds in the last few years, and unstandardised CPUE has declined in a number of areas. However, it is not known if recent catch levels are sustainable, or whether they will allow the stocks to move towards a size that will support the MSY.
